As the Chief Officer NCV in the Deck department of a non-conventional vessel, your role is crucial in ensuring the safe and efficient operation of the vessel. You will be responsible for overseeing various deck operations, navigation, and safety procedures. Here is a detailed job description for the position of Chief Officer NCV:

1. Navigation and Watchkeeping:
– Assume responsibility for the safe navigation of the vessel, including planning and executing navigational routes, considering weather conditions, traffic, and navigational aids.
– Monitor the vessel’s position, speed, and course, and maintain a vigilant lookout for any navigational hazards.
– Supervise and coordinate the activities of the deck watchkeeping team, ensuring adherence to safe watchkeeping practices.

2. Deck Operations and Cargo Handling:
– Oversee deck operations, including mooring, anchoring, and cargo handling, to ensure the smooth and safe operation of the vessel.
– Coordinate with other departments to ensure timely and efficient loading, stowage, and discharge of cargo, while complying with safety regulations and procedures.
– Conduct regular inspections to ensure the proper maintenance and functionality of deck equipment and cargo-handling gear.

3. Safety and Emergency Response:
– Implement and enforce safety procedures and regulations to ensure the safety of the vessel, crew, and cargo.
– Conduct safety drills and training sessions for the deck department, ensuring the crew is prepared to respond to emergencies effectively.
– Maintain and inspect life-saving appliances, firefighting equipment, and safety systems to ensure compliance with international regulations.

4. Documentation and Compliance:
– Maintain accurate records and documentation related to deck operations, navigational activities, cargo operations, and safety procedures.
– Ensure compliance with international maritime regulations, flag state requirements, and industry best practices.
– Prepare reports, including passage plans, navigational records, incident reports, and cargo documentation.

5. Crew Management:
– Supervise and manage the deck department, including assigning duties and responsibilities to deck crew members.
– Provide guidance, training, and mentoring to junior deck officers and crew members.

Requirements:
– Valid Chief Mate (Unlimited) certificate or higher-level deck officer certificate, as per international maritime standards.
– Extensive experience as a deck officer, including previous experience as a Chief Officer or similar role.
– In-depth knowledge of navigation, deck operations, cargo handling, and safety procedures in non-conventional vessels.
– Familiarity with the operation and maintenance of specialized equipment and systems used in non-conventional vessels.
– Strong leadership and managerial skills to effectively lead and manage a diverse deck department team.
– Excellent communication and interpersonal skills to interact with crew members, superiors, and other stakeholders.
– Proficiency in using navigational and communication equipment, including radar, GPS, echo sounder, and radio systems.
– Ability to make sound decisions under pressure and effectively manage emergencies or critical situations.
– Flexibility to work in a dynamic and demanding environment, including extended periods at sea and irregular working hours.
